Six were rescued by members of the Feathered RNLI and Dunmore East Coast Guard after twin sisters drifted 60 to 50 metres off the coast of Duncannon Beach.
The crew were dispatched to the scene when two local women raised the alarm after 8.30pm on Monday evening.
The young girl's father swam towards them along with three other men.
The father managed to rescue one of the girls but got into difficulty on the way back and got pulled under the water, a local swimmer rescued the twin and brought her to shore after ingesting a lot of water.
The third man who swam towards the girls also got in difficulty as the RNLI and Dunmore East Coast Guard boats arrived on scene.
A windsurfer took one of the young girls off the lilo and brought her ashore and returned to the sea to rescue others.
One rescuer on the scene from the Dunmore East Coast Guard was Waterford City and County Councillor Jim, Griffin.
"The scenario then unfolded were we had 5 adults in the water and 2 four-year-old kids who made it all safely back to shore with help of emergency services, but they had ingested a lot of water," the Coast Guard Member told Eamon Keane.
He said Medical assistance and first aid had to be administered to all adults and one child on the beach.
