Fine Gael Cllr Frank Quinlan said the amount of rubbish dispersed across Waterford City over the weekend was "an absolute disgrace".
Waterford City and County Council met this morning in relation to the issue.
With the 5km travel restrictions currently in place, more people than usual were using the city's public spaces over the weekend.
"It was an absolute disgrace... The city from top to bottom from the Quay, to Barronstrand Street, to the People's Park, to the Waterside.
"It was absolutely filthy... The bins were overflown, rubbish was scattered everywhere... there were people putting coffee cups and takeaway bags piled up on top of bins and then the rubbish would fall over and blow everywhere", according to Quinlan.

"The management in the City Council didn't have the staff on the ground to cope with the influx of people who were around the city at the weekend.
"They're going to review it and they had a meeting this morning about it, and I suggested that we get a few larger bins on the weekends," Quinlan said.
Cllr Quinlan said the council would do their utmost to try and avoid this situation from unfolding again: "It won't happen again...The council are reviewing it and are going to put more people in place.
"I'd just ask the general public to be more conscious of not leaving your rubbish around and take it home with you if the bin is full and don't leave it on the streets."
