Around 15 bicycle docking stations will be erected in Waterford City before the end of the year.
According to Waterford Council around 160 bikes will be available as part of the 'Public Bike Rental Scheme'.
Labour Cllr Seamus Ryan called for an update at the latest Metropolitan Council meeting.
In response, Director of Services Fergus Galvin said they had a productive meeting with the national transport authority about its progress.
"Like a lot of things, Covid has substantially delayed the implementation of that over the past 12 months however we had a very productive meeting with the National Transport Authority on it.
"We would hope to see it in place - subject to all of the restrictions being lifted - later on, this year," he said.
Galvin said funding has been allocated for the scheme.
"There's funding in place for it this year. What's involved is between 14 and 15 docking stations in the city and an average of between 10 and 12 bicycles per docking station.
"So you're looking at 160-170 bicycles and around 15 docking stations around the city."
