Gardaí have sent a file to the Director of Public Prosecutions (DPP) in relation to the investigation surrounding the Oireachtas Golf Society dinner.
81 people, including politicians, members of the judiciary and lobbyists attended the event in Clifden, Co Galway in August, which broke Covid-19 restrictions.
Golfgate resulted in the resignation of Phil Hogan as EU Trade Commissioner and former Agriculture Minister Dara Calleary.
Supreme Court judge Seamus Woulfe was also there, but a report by former Chief Justice Susan Denham found it would be unjust to seek his resignation.
Six Fianna Fáil and Fine Gael senators, including Waterford senator John Cummins lost the party whip over attendance at the event but they have since been reinstated.
A number of attendees and organisers have been interviewed by Galway gardaí as part of the investigation.
Senator Cummins says he's cooperating fully with their inquiries.
The DPP will now decide whether charges will be brought.
