Has the government missed the opportunity to invest in our town and cities where we live?
Dr Declan Jordan is Director of the Spatial and Regional Economics Research Centre at UCC and says that the Ireland 2040 plan is a manifesto for spawl.
Speaking to Eamon he said the plan avoids "hard decisions" and has something for everybody from providing vibrant rural areas to more connectivity.
According to the Director, sometimes its more important to state in the plan what you're not going to do.
Mr Jordan believes by the government providing something for everyone in the plan it's contradictory.
He says that "if you want to invest in economic growth and have dynamic city regions, you need to invest in the cities."
